Collegiate Governing Bodies: School Council composition, operation and competences.
























On this post is explained a little more about the School Council. 
It's an interesting topic because isn't easy to organize the whole process of election of the School Council. There are necessary some dates to realize this event and it's necessary to count the votes, and it's very important that the dates selected are agree with all components. 
This post shows the different components of the School Council also. 

I think that this is an easy topic, because it's shorter that the others and the different parts are explained and identified, so is easier to divide the work and is better to summarize the content.






















     COMPOSITION OF SCHOOL COUNCIL

The composition of the school council in general for schools kindergarten and primary schools, according to the units that form every centre, when the centre have more units they will have a bigger school council, as I shown in this table, all school council are form by a headmaster.

















The election of school council members is done at the first term of the academic year, and it will be renewed every two years alternatively:
·         At the first half: it changes the representatives of parents and teachers.
·         And in the second half: they will change the remaining teachers and parents and representatives of the administration and services.
 We have to say that the Council members can only be elected by their own sector and they only can be presented to candidates of a sector.

















Representatives who before the renovation did not comply the requirements will produce a vacancy that will be filled with the candidates according to the votes obtained. If there are no candidates that place would remain unfilled until the next renewal.

















In each centre, there will an electoral board formed by the headmaster, who will be the president, a teacher and a parent of a pupil.




                                                                                       The competences of the lectoral board are: 
passing and advertising the electoral census, summing up the electoral calendar according to the established in the 9 article of this rule, ordering the electoral process, accepting and proclaiming the different candidacies, promoting the creation of the different polling places, resolving the reclamations presented against the decisions of the polling places and proclaiming the chosen candidates and sending the certificate to the competent administrative authority. 

















Election of the represents of the teachers.
The represents of the teachers in the school council will be chosen by the staff meeting.
There will be electors all the members of the staff meeting.
There will be a staff meeting to chose the teachers and the polling places, formed by the headmaster and two teachers.
The quorum will be the half plus one of the components of the staff meeting.
Will be chosen the teachers who have more votes.
Election of  the represents of the parents.
Can be chosen the parents of all pupils who study in the school.


















This position will be elected by its correspondent centre when there is more than one elector. All the administration and services staff could be elector and eligible. If there is only one elector, the position will be for him.  The election will be by direct and secret suffrage.
Counting of the votes and elaboration of proceedings.
When the voting ends, it will proceed to recount the votes publicly. Then all the components of the voting have to sign a proceeding in which appear the names of the elected and the number of votes of each. This proceeding will be sent to the Election Board of the centre. If there were a tie, the elected would be elected by suffrage.
Elect and reclamations.
The proclamation of the elects will be done by the Election Board of the centre after counting the votes and receiving the proceedings.  The Provincial Director will create a commission to study and evaluate the possible reclamations.










Constitution of the School Council.
The ten days after the election the Principal will convene the session of the constitution of the new School Council. If one of the sectors doesn’t elect their School Council for imputable causes, the Provincial Director will adopt the necessary steps to its constitution.
Operating System of the School Council.
The meetings of the School Council will be celebrated in the day and hour that permit the assistance of all its members. In Ordinary meetings the Principal will send the convocation to the members of the School Council, at least one week before the day of the meeting, with the topics to be discussed. It may be performed extraordinary meetings 48 hours before the day of the meeting. 
The School Council will meet at least one time in a semester, requested by the Principal. The agreements will be adopted by simple majority, except:
-The election of the Principal, the budget approval and its execution. It will be adopted by overall majority.
-The approbation of the educational project and its modifications. It will be adopted by majority of two-thirds.
-According to cancel the nomination of the Principal. It will adopted by majority of two-thirds.










School Council Commissions.
-The School Council can constitute other commissions to specific topics according to the Internal Regime Regulation.
-The coexistence commission will inform the School Council about the coexistence rules and will collaborate with it. 


        Competencies of the School Council.
-Establish guidelines for the development of the educational project, approve and evaluate it and establish procedures for its review.
- To elect the headmaster of the center.
-Propose the revocation of the appointment of the headmaster.
-Decide on the admission of students.
-Approve the rules of the internal system.
-Resolve conflicts that seriously damage the coexistence in the center.
-To approve the proposed budget of the center and to implement it.
-Promote the renovation of school facilities and equipment, and monitoring their conservation.
-Approve and evaluate the general programming of the center, respecting, in any case, the educational aspects that concern the cloister.
-Approve and evaluate the general programming of complementary school activities.
-Establish guidelines for collaboration of the center for cultural, educational and welfare purposes, with other schools, institutions and agencies.
-Analyze and evaluate the general operation of the center, especially the efficient management of resources and the application of the rules of coexistence, and prepare a report about it.
-Analyze and evaluate the evolution of the general school performance of the center.
-Analyze and evaluate the results of the assessment made by  the  Educational Administration or  any report about its progress.
-Report annual memories about the activities and the general action of the center.
-Knowing the relationship of the center with the institutions around it.

Some Activities using resources.


In this post I'm going to show you some activities that could be good for children to learn the nutrition function. It is an easy way to teach avoiding that children cant feel bored. It is a good way to learn through the game.
These activities are make by myself.


DIGITAL PUZZLE









































It is a digital puzzle that children can do. It's very easy.
With this activity children can distinguish the different parts of the digestive track.
The next activity is another example of this activity but in this case the puzzle is about the excretory system. The objective of both digital puzzles are similar.























QUESTION GAMES

These two games consist of answer the questions selecting the correct answer.
Children have to mark the correct answer in a different way depending on the game that they choose.
It is a funny way to learn the different functions of some parts of the systems that make possible the nutrition function. They can learn throguth play.






















According to this game children can choose the correct answer eating the food that corresponds to the correct answer. To do that, they have to control the green worm using the control arrows of the keyboard.

LITTLE STORY

This activity is a little comic to show children that they have to avoid eat junk food and they have to try to add more healthy food suh as vegetables and fruit to their diets.
It's an entertaining way to teach this topic to children, It could be fun.

School Councils in Public and Entered Schools. (Unit 2)


This document is about the school councils in public and entered centres. It is an interesting topic because it's important to know the different groups that intervene in education and their functions. It's very curious because school councils in both types of centre are very similar.
This is a group work like the previous post, and I like work in group because we have a good organization. At the end there are some questions about this topic.




























The school council is the collegiate governing body of the centre where the various sectors that make up the educational community are represented: students, families, teachers, school staff and council.








Its importance is decisive in making decisions affecting the organization and operation of the centre, and the adoption of the Educative Project, of the coexistence rules, organization and operation of annual general programming and admission of students.
In the school council can propose actions to promote peaceful coexistence and conflict resolution, conservation and renovation of facilities.
The General Direction Of Organization, Educational Quality and vocational training, established the date of the vote to the election and the renovation of the school councils in schools, public and entered schools, centers of artistic learning and Official Language School and centers of education to adults.




The electoral assembly organise the process of the election of the members of school councils in the conditions which make sure the participation of all sectors of the educational community.
The electoral census is exposed at the same day of its approbation, in the  noticeboard by a period of 7 natural days in which can do complaints.
The pupils can be members of the school councils when they start the high school. In schools, pupils of the last cycle must participate in the school council.

Communication of the representatives elected by designation
Associations of parents of students legally constituted notify the Election Board the designation of their representatives in the same time period allowed for the presentation of applications by representatives of different sectors.

Presentation of electoral proposals.
The headmasters of the centers will provide the necessary resources to candidates so they can make known their electoral proposals.

Advertising of applications.
At least one week prior to the holding of elections, the management teams of the centers will provide to the various sectors the names of the final candidates.

 Vote by mail.
In order to achieve greater participation by the educational community, voters belonging to the parents' sector may use the postal vote.
The double envelope system is used to ensure the secrecy of voting and voter identification.

Election day.
Elections will be held even when the number of positions to be filled match the number of applications submitted.
To facilitate the participation of families in the elections, the electoral boards will ensure at least one schedule of 7 hours between 8:30 and 19:30. Said schedule should be known by all voters.

Organization of procedure.
The Electoral Board managing the entire process and the constitution of the various tables.

         Appointment of the person responsible for promoting educational measures to promote equality between men and women.
In the session of constitution of the School Board will be included in the agenda the
choice of the person responsible for promoting educational measures promote real equality between men and women.

Registration and collection of data on the results of the different electoral processes.
 The president of the electoral board will record in Delphos participation results, including the number of valid ballot papers, blank and null, and the number of votes obtained by each candidate in the various sectors.




 According to the Direction of General Organization, the educational quality and the professional formation, it is establishing the date of the ballot for the election and renewal of the school councils from public schools which teach non-university education in Castilla-La Mancha.

To organize correctly this process in the educational centres and to improve the participation of the different sectors of the educational community, it should determine a single date to celebrate the ballot in all the educational centres which it corresponds to realize the election and renewal of their respective school councils.

If the day established for voting was unqualified in some locality, the Election Board will order that the voting be held the business previous or rear day, and will establish and publish the electoral calendar of each centre.

The results of the voting will appear the next day in the Official Diary of Castilla-La Mancha.

The School Council will perform a meeting at the beginning and at the end of the academic year. The attendance is mandatory for all its members. The number of members will be proportional to the number of students.

Some of the functions of the School Council are:
-Propose measures and initiatives favouring the coexistence in the centre.
- Make proposals to the management team on the annual program of the centre and approve the educational project, in relation to the planning and educational organization.
-Participate in the process of students’ admission.
-Knowing the resolution of conflicts and disciplinary sanctions.
-Promote the conservation and renovation of facilities.
-Analyse and evaluate the general performance of the centre, the evolution of the school performance and the result of the evaluation that the Educational Administration realize about the centre.

The election of School Council members will be developed during the first semester of the academic year.

The educational community members could be choose only by the correspondent sector and could be candidates to represent one of the sectors, although they belong to more than one.

 The law establishes that the School Council is constituted in accordance with a procedure that ensures publicity and objectivity of the electoral process as well as the personal, direct and secret vote of the members of the school community.
In order to comply with the provisions of the Organic Law of Participation, Evaluation and Government of schools. That establishes specific rules that must govern the election, renovation and creation of School Councils and the designation of Director of the private schools.

For the general area of application:
     Constitute the School Council for the first time after the entry into force of this law.
     Have to partially renew their School Council for the period of two years for which they were elected

About the election period:
The election of the representatives of the various sectors must be accomplished before the November 30 of the respective year.

The representatives who form the school council in entered schools are:
     The headmaster
     3 representatives of the holder of the centre
     Four teacher representatives
     4 parent’s representatives.
     2 student’s representatives
     1 administrative personnel and services representative.

The right to elect and be elected have the students, parents, teachers and administrators
The vote is done in secret.
The centres that provide vocational training may include a representative of the business world, but they can't vote.
A pupil may belong to the school council but he/she can't vote.
Half the school council will be renewed every two years alternately.
They are removed from the school council those persons with four years of mandate.
